ارزیابی فرصت های دیپلماسی انرژی ایران در سازمان همکاری شانگهای

 چکیده

انرژی فسیلی در زندگی بشر اهمیت فوق العاده‌ای دارد و به اشکال مختلف مورد بهره برداری قرار می‌گیرد. از این رو منابع تامین انرژی، مسیرهای انتقال انرژی، بازارهای مصرف، فن‌آوری انرژی و نظایر آن اعتبار ویژه ای پیدا می‌کنند. سازمان همکاری شانگهای نیز که دارای شش عضو دائم و چهار عضو ناظر است مجموعه‌ای از کشورهای دارنده، تولیدکننده، مصرف کننده و همچنین مسیرهای انتقال و ترانزیت انرژی را در اختیار دارد. در این میان، ایران که عضو ناظر این سازمان به شمار می‌آید به دلیل در اختیار داشتن ذخایر عظیم سوختهای فسیلی و همچنین موقعیت جغرافیایی مناسب در زمینه ترانزیت انرژی جایگاه منحصر به فردی را دارا می‌باشد. در این مقاله تلاش شده است ضمن بررسی جایگاه سازمان همکاری شانگهای در عرصه‌های مختلف ذخایر، تولید و همچنین میزان مصرف انرژی درجهان، فرصت های ایران در این سازمان از منظر دیپلماسی انرژی مورد تجزیه و تحلیل قرار گیرد. نتایج حاصل از این پژوهش نشان می دهد عضویت ایران در سازمان همکاری شانگهای فرصت های مناسبی را در زمینه اجرای طرح های انتقال انرژی به سایر اعضا، قیمت گذارای و جذب تکنولوژی مورد نیاز صنعت نفت و گاز فراهم می آورد. اما به دلیل هژمونی روسیه و طرح مسیرهای متفاوت در زمینه ترانزیت انرژی کشورهای آسیای مرکزی، ایران در این زمینه (ترانزیت انرژی)نمی تواند نقش آفرینی مهمی در این سازمان ایفا نماید.

Analyze of Iran's diplomatic opportunities in Shanghai cooperation organization

: Abstract

Fossil Energy has an important role in human's life and uses in many ways. Hence sources of providing energy, routes of transferring it, markets, energy technology and etc. have an especial importance. Shanghai cooperation organization that has 6 Permanent member and 4 Senior Member is a set of holder, producer and consumer countries that also routes of transferring and transiting energy is in their hands. Here, Iran that is a senior member of this organization because of having giant sources of fossil energy and also good geographical position for transiting energy has a especial position. In this paper we try in the same time analyze the position of Shanghai cooperation organization in different fields of Reserves , production and consume of energy in the world , the opportunities of Iran in field of energy diplomacy is analyzing. The result of this research shows that membership of Iran in this organization provides great opportunities for our countries in fields of operating transferring energy plans with other members, pricing and attracting needed technology for oil industry. But because of Russia hegemony and planning different routes in field of transiting energy by central Asia countries, in this field Iran couldn't play an important role in the organization
